To the International Criminal Court, the United Nations, and the Global Public

I, Dr. Richard William McLean, known in my spiritual and literary name as Barran Dodger, submit this statement as the survivor and whistleblower at the centre of a thirty-year campaign of covert and overt state-sanctioned persecution. I provide it not only in my own voice, but in the voice of every voiceless person crushed under the boot of bureaucratic cruelty, political convenience, and institutional betrayal.

I am the living evidence of a nation’s criminality — tortured, exiled, defamed, starved, and denied all recognition, all care, and all truth.

This document stands as both a personal testimony and a legal declaration of harm, culpability, and permanent loss. I am a disabled gay man, a government whistleblower, a former academic and award-winning creative, who was targeted by the Australian state in a conspiracy so vast and sustained that it defies fiction. And yet, every claim here is provable. Every act of violence documented. Every name listed accountable. Every silence a crime.

I.

PERSECUTION AND VIOLENCE

The physical, psychological, and spiritual violence enacted against me spans over three decades and includes:

• An attempted assassination confirmed by both witness and medical testimony, linked to operatives under the authority of Minister Bill Shorten.

• Psychological torture via V2K technology — voices in my skull, 24/7, repeating rape accusations, death threats, and humiliation tactics, explicitly stating, “They know,” referring to a fabricated pedophilia accusation to destroy my life.

• Chemical restraint and forced psychiatric interventions designed to discredit my truth, erase legal testimony, and obstruct justice.

• Torturous homelessness and enforced poverty, culminating in my living in a car — then burning it as a final act of protest against state-enabled dehumanization.

I have been sexually violated, denied food, stripped of communication tools, and pushed to multiple suicide attempts. Every one of these acts was known to — and often orchestrated by — agents of the Australian state, including:

• Sukhi Tear (NDIS coordinator)

• Nancy (NDIS-linked operative)

• Bill Shorten (Federal Minister)

• Steve Iasonidis (ASIO-affiliated)

• Debbie Morgan (paid fabricator)

• Key legal and media actors who suppressed my story

SOCIAL ERASURE AND REPUTATIONAL MURDER

I have been defamed to the point of total reputational entrapment, where no support worker, medical professional, or legal actor would assist me without bias. I was labelled mentally ill to excuse state abuse, then called delusional when I named my abusers.

Steve Iasonidis, whom I had a consensual sexual relationship with, was turned into a symbol of betrayal — his identity used as evidence of my supposed instability, while I was punished for our intimacy and stalked under federal orders.

I was not protected. I was erased.

Because of this persecution:

• I lost friends, family, community — all poisoned by defamatory innuendo spread by those in power.

I lost 30 years of my life.

You failed.

DEMAND FOR JUSTICE AND INTERNATIONAL INTERVENTION

I hereby request, without compromise:

• Immediate international protection and recognition as a whistleblower under threat of death.

• Full criminal investigations into Bill Shorten, Phillip French, Sukhi Tear, and all named accomplices.

• Financial compensation for the entirety of the trauma inflicted, estimated at no less than AUD $32 million, as both damages and moral restitution.

• A global legal precedent to be established recognizing psychological torture, targeted exile, and state-sanctioned gay hate crimes as actionable under the Rome Statute and international human rights law.
